Employers with less than 50 employees (qualified small employers or QSEs) can offer Health Reimbursement Arrangements (HRA) to their employees.<\/p>\n<p>QSEHRAs are ideal for household employers to reduce health care costs for their workers and enjoy tax-saving benefits.<\/p>\n<h2>Key Features of a QSEHRA<\/h2>\n<p>While you are not allowed to offer a QSEHRA\u00a0<em>and<\/em>\u00a0a group insurance plan, QSEHRAs can:<\/p>\n<ul>\n<li>reimburse your nanny for health insurance coverage purchased on the individual market or through the health care exchange<\/li>\n<li>be paired with an employee&#8217;s spouse\u2019s plan<\/li>\n<li>be used for out-of-pocket medical, dental, and vision expenses.<\/li>\n<\/ul>\n<h2>Benefits of Offering a QSEHRA<\/h2>\n<p>Offering a QSEHRA to your employees offers several advantages.<\/p>\n<ul>\n<li>Employer contributions to a nanny\u2019s account are not taxed for you or your employee.<\/li>\n<li>Reimbursements are also not taxed as long as your nanny has a health plan that meets minimum essential coverage (MEC).<\/li>\n<li>Reimbursements may be made immediately when your nanny becomes eligible to participate.<\/li>\n<li>Nannies can purchase the health plan they want.<\/li>\n<li>Employers can set the budget and include waiting periods.<\/li>\n<li>Funds can carry over from year to year if allowed by the employer. An employee\u2019s total benefit can\u2019t exceed the annual contribution limit.<\/li>\n<\/ul>\n<h2>How a QSEHRA Works<\/h2>\n<p>QSEHRAs are funded by the employer up to $6,350 for a nanny who is single and $12,800 per employee with a family (2025 contribution rates).<\/p>\n<p>When obtaining a QSEHRA through GTM, we\u2019ll guide you through every step of the process and answer any questions.<\/p>\n<h3>Employer Requirements<\/h3>\n<p>Your employer responsibilities include:<\/p>\n<ul>\n<li>Having a Plan Document<\/li>\n<li>Distributing a Summary Plan Description (SPD) within 90 days of your employee becoming a plan participant<\/li>\n<li>Not sponsoring any other health, dental, or vision plan<\/li>\n<li>Providing a QSEHRA to all eligible employees (if you have more than one employee) under the same terms and employees can\u2019t waive participation in the QSEHRA<\/li>\n<li>Providing all eligible employees with a written notice 90 days prior to the start of the plan year<\/li>\n<li>Obtaining proof that employees have minimum essential coverage with each reimbursement and on an annual basis<\/li>\n<li>Substantiating all reimbursement claims<\/li>\n<li>Reporting the employee\u2019s permitted benefits in box 12 of their Form W-2 using code FF<\/li>\n<\/ul>\n<h3>Employee Requirements<\/h3>\n<p>Nannies are required to purchase a health plan that provides minimum essential coverage (MEC), as mandated by the Affordable Care Act (ACA).<\/p>\n<p>If your nanny purchases health coverage that doesn\u2019t qualify as MEC, they may be taxed, and reimbursements from the QSEHRA may be included in their gross income.<\/p>\n<p>Qualified health plans include:<\/p>\n<ul>\n<li>Marketplace plans<\/li>\n<li>Medicare<\/li>\n<li>Medicaid<\/li>\n<li>CHIP<\/li>\n<li>Individual health plans with MEC (ask the insurance company if the desired plan matches a \u201cqualified health plan\u201d)<\/li>\n<li>Retiree plans<\/li>\n<\/ul>\n<p>Unqualified health plans include:<\/p>\n<ul>\n<li>Coverage for vision care only<\/li>\n<li>Coverage for dental care only<\/li>\n<li>Workers\u2019 compensation<\/li>\n<li>Coverage only for a specific disease or condition<\/li>\n<li>Plans that only discount medical services<\/li>\n<\/ul>\n<p>Nannies who obtain health insurance through a public exchange and qualify for subsidized coverage (tax benefit towards the plan) must report the amount in the QSEHRA to the exchange.
